Chainalysis Sues US Government Over ICE Crypto Contract Award

Chainalysis Government Solutions has sued the United States government. The lawsuit challenges a decision by Immigration and Customs Enforcement to give a large contract to a competitor.

That competitor is TRM Labs. Both companies build software that helps track cryptocurrency transactions for law enforcement.

The case was filed on July 27 in the US Court of Federal Claims. The case number is 26-1067C.

ICE awarded the contract to TRM Labs on July 1. It is worth up to $94.66 million and runs through June 30, 2027.

How the Contract Was Awarded

Government records show ICE did not put the contract out for open bidding. Instead, it used a sole-source process.

Only one bid was received under this process. ICE had announced in June that it planned to get the services from a single company.

The agency said only one source could reasonably provide the required work. Companies had until June 11 to submit statements showing their capabilities.

The contract covers forensic software and support for the Homeland Security Task Force National Coordination Center Cyber Disruption Center. Required work includes cryptocurrency tracing, blockchain analysis, open-source intelligence, and mapping of criminal networks.

The tools are also meant to support cases involving scams, cybercrime, and sextortion investigations.

What Happens in Court Next

Chainalysis says ICE’s decision was “arbitrary, capricious, and unreasonable.” The company says it submitted its own capability statement before the award was made.

Because the complaint is sealed, the public cannot see Chainalysis’s full argument. The company says the sealed material includes confidential business information and trade secrets.

The court approved keeping the complaint sealed on July 31. TRM Labs joined the case on the government’s side on July 28.

Judge Stephen S. Schwartz set a fast schedule for the case. Chainalysis filed its main court motion on August 11, and that filing is also sealed.

The government and TRM Labs must respond by August 21. Chainalysis then has until August 26 to reply to them.

Final replies from all sides are due August 31. A joint appendix of court documents is due September 1.

Oral arguments are set for September 2 at 10:00 a.m. in Washington, D.C. The government has asked the judge to issue a ruling by September 10.

TRM Labs declined to comment on the case. Chainalysis and ICE did not respond to requests for comment before publication.

No court has yet ruled on whether ICE’s contract process broke any federal rules. The case remains open, and both companies are waiting on the September decisions.
