The study examined programs operating in St. Cloud and Osceola County, Florida, with funding from the Florida Department of Transportation. Researchers analyzed traffic data before camera activation, during warnings, and after citation enforcement began. Across 18 school-zone cameras, speeding violations dropped from 3.47% to 0.09% of passing vehicles.

Florida School Zones Record Sharp Speeding Decline

The study showed that driver behavior changed substantially before citation enforcement started. During Florida’s mandatory 30-day warning period, speeding violations declined by 93% across the evaluated locations. The results indicate that driver awareness played an important role alongside automated enforcement.

After citation enforcement began, the total violation rate fell to 0.09% of passing vehicles. That represented a 97% reduction from the 3.47% rate recorded before camera activation. Several individual school zones recorded reductions above 95% during the enforcement period.

The study also measured severe speeding, defined as traveling at least 16 miles per hour above the posted limit. Severe speeding fell from 74% to 45% across the evaluated programs during the study period. One BridgePrep Academy location in Osceola County moved from an 80% high-speeding rate to zero.

Warning Period Strengthens Automated Safety Results

The warning phase produced the strongest early behavioral change across the evaluated school zones. Researchers found that speeding violations dropped 93% before the programs began issuing citations. As a result, the findings highlight the role of education and driver awareness in traffic safety programs.

The research team also examined how enforcement affected driver behavior after the warning period ended. Drivers continued reducing speeds when automated enforcement remained active at school-zone locations. In addition, researchers suggested these changes could support safer driving beyond the immediate camera areas.

The company has also expanded automated safety deployments beyond Florida across multiple communities.

The latest study adds independent university research to Verra Mobility’s existing school-zone safety data. The University of South Florida’s Center for Urban Transportation Research evaluated operational data from participating jurisdictions. Researchers also interviewed local program officials to assess implementation and program outcomes.

The findings provide measurable evidence of changes in speeding behavior across the evaluated Florida locations. The study focuses on traffic safety outcomes rather than Verra Mobility’s financial performance. Therefore, the results primarily strengthen the company’s technology and public-sector safety narrative.
