VivoPower Targets 40GW European AI Opportunity

The companies estimate more than 40 gigawatts of potential sovereign AI data center demand across Europe. Together, they aim to pursue at least one gigawatt of capacity within three years. Their projects would serve governments and enterprises seeking greater control over computing infrastructure, data, and operations.

Growing AI demand has intensified competition for locations with reliable electricity and suitable infrastructure. Consequently, access to power increasingly determines where companies can develop large data centers. VivoPower plans to pair its development expertise with Open Innovation AI’s software and security capabilities.

The partnership covers the Nordics, mainland Europe, Gulf Cooperation Council countries, and selected Asian markets. Both companies see demand from authorities seeking locally controlled computing services. However, their 40-gigawatt estimate describes a potential market, not capacity already secured under the agreement.

Agreement Combines Infrastructure and AI Operations

VivoPower will handle site sourcing, land acquisition, facility development, and power operations. Meanwhile, Open Innovation AI will provide workload scheduling, system management, cybersecurity, and related AI tools. Together, they plan to offer governments and businesses infrastructure and software through a coordinated development model.

Sovereign cloud systems give countries control over data processing, technology choices, and operational oversight. Such arrangements can help organizations meet domestic rules without relying entirely on foreign cloud providers. Open Innovation AI says its platform supports private cloud, on-site, and fully disconnected environments.

The companies signed their definitive heads of agreement in Abu Dhabi on October 21, 2026. Each proposed development will require a separate project agreement before the partners finalize specific commitments. Therefore, the announcement creates a collaboration framework rather than confirmed construction orders for the targeted capacity.

Nordic Assets Support Regional Expansion

VivoPower expects its Mo i Rana asset in Norway to support opportunities across the Nordics. The company also cites its development pipeline and access to electricity as potential advantages. Across mainland Europe, the partners plan to serve organizations managing sensitive information and critical services.

Their UAE presence provides a base for expansion across the Gulf region. Open Innovation AI has developed platforms for government and enterprise operations requiring local control. Meanwhile, the companies plan to assess Asian markets with suitable power resources and supportive infrastructure policies.

VivoPower also plans to deploy Open Innovation AI software across its existing portfolio and Nordic pipeline. However, the companies have not disclosed budgets, construction timetables, or committed project sites under this framework. Further progress will depend on individual agreements and the conversion of proposed opportunities into operating data centers.
