You'll find dates in the Tarvos agriculture search spot, which is in the eastern part of the desert region. Getting there requires a renown level of six or higher, as gatehouses block the roads to the desert. There's a pretty decent chance you'll run into some high-level sandworms here, too, which is nice if you need sandworm meat for Nezha's recruitment, but less nice if you're not ready for a desert fight against tough monsters in low visibility. (Make sure you're ready for that.)

Dates are the only item you'll find by searching on this tile. It might take a few turns of searching to get the 10 you need, but you won't end up with a bunch of stuff you have no use for, at least. If you want to explore elsewhere in the region or need to avoid the sandworms, you'll find dates at any other agriculture search spot around the desert and north into Orion Canyon. However, they're mixed with other vegetables, so it may take longer to get what you need.

Head back to Dagsion once you're ready, give the dates to Halvin, and she'll join your crew.

Where to find dates as Cai in Fire Emblem: Fortune's Weave

The good people of Dagda frown upon letting children get lost and die in deserts, so Cai is denied access to the continent's western side. That means no desert, no Da Mina — nothing. The only way to get dates as Cai is to basically play vegetable gacha. Check out which towns and cities sell veggie crates (yes, even though dates are not, in fact, vegetables), buy as many veggie crates as you can, open them, and hope there's a date inside. Once you have one, plant it at a farming spot and use some of the manure you can get from the Dagsion stables to encourage a larger crop. After a few turns pass, return to the spot to get your 10 dates. There's a small chance the crop will turn into a rarer vegetable, and if that happens, you'll have to do the crate shuffle all over again.

Halvin's personal ability, Adaptability, gives her +2 hit after every combat instance, whether she initiated it or not and whether she landed a hit or not.

She can also learn Halt Advance, which reduces speed on enemies Halvin attacks, along with other hit-rate-boosting abilities. She's ideal for attacking enemies hiding in woodlands or on other favorable terrain. However, you can also stick weapons like the War Bow and Longbow on her with good results, as her naturally high hit rate offsets those weapons' lower accuracy.

In other words, the dates are worth the trouble.
