Japanese financial authorities are advancing plans to implement a blockchain-driven settlement framework for equities and sovereign bonds, as detailed in an August 26 report by the Nikkei newspaper.
The initiative seeks to establish a payment infrastructure capable of operating continuously, eliminating the current system’s lengthy settlement periods.
Regulatory Collaboration Begins Mid-2026
Japan’s Financial Services Agency, alongside the Ministry of Finance, Bank of Japan, and multiple banking institutions, plans to form a dedicated research committee during the summer months of 2026.
This committee will evaluate the underlying blockchain technology framework, determine the distribution of responsibilities between government agencies and private enterprises, and draft an implementation timeline.
Authorities expect to finalize a comprehensive development strategy by the first quarter of 2027. As of Wednesday, none of the three government bodies had issued official confirmation regarding the committee’s formation.
Under existing procedures, Japanese stock transactions complete cash settlement on the second business day following execution. Sovereign bond trades settle within one business day.
A blockchain-powered framework would synchronize securities transfers with cash payments, enabling investors to receive and redeploy funds almost instantly.
The system’s architecture may also facilitate cross-border payment processing, according to the publication.
Central Bank Experiments Underway
Japan has already begun exploratory work in this domain. In March, Bank of Japan Governor Kazuo Ueda revealed that the institution was conducting settlement experiments utilizing commercial bank deposits on blockchain infrastructure.
BOJ Executive Director Kazushige Kamiyama subsequently characterized this initiative as research into tokenized central bank deposits, often referred to as wholesale CBDC. The framework could enable simultaneous transfer of both securities and corresponding payments.
These experiments operate independently from Japan’s retail digital yen pilot program, which continues in the research stage without any commitment to formal issuance.
Corporate Sector Leading Innovation
Japanese private enterprises have already begun implementing blockchain solutions. Progmat recently transferred more than 452 billion yen worth of tokenized securities to a dedicated blockchain platform constructed on Avalanche infrastructure.
SBI Holdings and Startale are developing Strium, an independent blockchain designed for continuous tokenized securities trading. The public test environment is scheduled for 2026.
Japan’s three largest banking institutions are also collaborating on a unified yen stablecoin infrastructure, targeting operational launch by March 2027.
The government’s vision extends beyond these corporate initiatives. The proposed system would encompass major Japanese equities, sovereign debt instruments, and central bank currency.
Subject to formal authorization, the infrastructure could become operational during the early 2030s. Without official documentation identifying participating organizations and confirming the study group’s scope, the projected timeline remains preliminary rather than a confirmed governmental commitment.
